Dublin Simon Community wants to see designated strategy and funding for social housing and Dublin Homelessness plan led by the Government in Budget 2027 

Dublin Simon Community has urged the Government to provide the necessary funding to fund the services across housing, health and social care to meaningfully address the homelessness crisis 

Dublin 5th of October: Dublin Simon has called on the Government to provide funding in a number of key areas to address the worsening housing and homelessness crisis. The charity has urged those in power to provide the necessary funding for social housing and implement a designated strategy for the capital, where 7 in 10 of those in homeless accommodation reside.  

Catherine Kenny, CEO of Dublin Simon Community, said, “We have asked the Government to align the structures, funding, housing delivery and health supports that already exist into one focused Dublin Homelessness Strategy with clear targets, accountability and delivery mechanisms. Dublin has just 28% of Ireland’s population but around 70% of those living in emergency accommodation. This budget must deliver for the more than 12,000 people stuck in homeless accommodation in our city.” 

Dublin Simon Community Budget 2027 Asks: 

  • Dublin Homeless Strategy, led and funded by the Government 
  • Capital investment of €2.1 billion for the direct building of 5,000 new social housing units in Dublin.  
  • Increase the proportion of sustained exits from homelessness to permanent housing by targeting 2,000 households for new homes in Dublin. 
  • Double the investment and adequately resource Long Term Supported Housing (DRHE) over two years from €12.7 million (2024) to €24 million by 2028. 
  • Develop a long-term single-adult homeless plan for the largest cohort in emergency accommodation. 
  • Provide multi-annual funding (€13.9 million) to fully operationalise the 100-bed homeless Health and Addiction Care Facility (HACF) at Usher’s Island, ensuring Integrated care for complex needs.  
  • Significantly boost Social Inclusion health funding by €15 million for homeless-specific health supports, including mental health, addiction, and dual-diagnosis services tailored to this population. 

She added, “With record high homelessness figures, it is high time that Government coordinated its response and made a renewed effort to tackle a crisis that has been allowed to grow from bad to worse over the years. We cannot miss this opportunity to tackle the injustice of homelessness head on. Without a comprehensive response, the situation will continue to deteriorate. We need action and we need it now.”
